Institution

 

An international association is being instituted by the undersigned, who are representing the national federations and any other representative organisation from the Continental European countries. The association is named The Continental Greyhound Racing Confederation (CGRC).

 

 

Purpose

 

The purpose of CGRC is to be a co-operative umbrella-organisation of nations with interests in greyhoundracing on the European continent.

·         CGRC shall be the official representative of its member and preserve the interests of greyhoundracing on the European continent.

·         CGRC shall promote, encourage and support any initiative favourable to the development of greyhoundracing on the European continent.

·         CGRC shall regard on and respect the newest scientific perceptions and principles of animal healthcare and protection, both off and on track.

·         CGRC will keep its studbook called the European Greyhound Studbook.

 

Composition

The CGRC is made up of active members and honorary members.

The honorary members are the persons or organisations called on by the General Meeting on account of their abilities, their status or services rendered.

The honorary members can address the general meetings. They can not vote.

 

The active members are the officially representatives of national organisations who were admitted as member and who recognise these statutes, the “Racing Rules for International CGRC Competitions” and the “International Doping Control Rules”. The CGRC approves but one organisation per country. Each member has two representatives (two votes) in the board.

 

 

Language

 

The official language of the CGRC is English.

The Board

 

The representatives built the board of the CGRC. The board meets one time a year (ultimo February / primo March) called the general meeting. The board elects the executive committee, fixes the amount of the fees etc., adopt the accounts and deals with all matters favourable to the purpose. An extra ordinary meeting or emergency general meeting can be called by the board in respect of a twenty-one days notice. Each member of the board has two votes. It is possible to vote by proxy. The president has the casting vote. The members of the board are convened at least thirty days before the general meeting. To take decisions, there have to be at least 50 % of the board present. The decisions are taken of the relative majority of those present.

 

 

The Executive Committee

 

The executive committee is composed of the president, the vice-president, the secretary general, the treasurer, the keeper of the studbook and the chairman of the racing committee.

The members of the committee are elected for the following duration:

·   The president and the chairman of the racing committee for a period of 3 years.

·   All other members of the executive committee for a period of 4 years.

All members of the executive committee shall be eligible for re-election.

The executive committee meets as often as necessary. The executive committee can constitute sub-committees.

 

 

The President

 

The CGRC is represented by the president. He is the chairman of the board and chairs the meetings. The president makes sure, that decisions of the board are carried out and controls the general management of the Confederation for which he is legally responsible, and which he accounts for in all deeds in civilian life.

 

 

The Vice-president

 

The vice-president deputise the president in his duties, should the latter be prevented. He can be entrusted with special tasks.

 

 

The Secretary General

 

The secretary general manages the general management of the Confederation together with the necessary staff. He assists the president in his duties, writes the minutes of the meetings, files and keeps the records of the Confederation.

The address of the CGRC office is either an owned or hired location or the address of the secretary general. Any alteration of addresses and of national boards shall be send to the secretary general. Every national paper shall also be sent to the secretary general.

 


 

The Keeper of the studbook

 

The keeper of the studbook is responsible for the registration of the greyhounds in the studbook of the CGRC, that is called the “European Greyhound Studbook (EGSB). He issues the pedigrees for greyhounds bred within the EGSB and controls the EGSB steward. He reports to the secretary general.

 

 

The Chairman of the Racing Committee

 

He is the chairman of the racing committee and works to improve the technical side of the greyhound sport according to the racing rules for international CGRC competitions and the purpose of the CGRC. He reports to the Secretary General.

 

 

Veterinary Consultant

 

The veterinary consultant acts in case of differences between the local track veterinarians, owners, trainers and the race and track management about any matters of health of a racing greyhound and its permission to compete in a race under the racing rules of the CGRC. His decision is final and has to be respected of all mentioned parties. This includes also any matters in connection with doping control tests.

 

 

The Treasurer

 

The treasurer keeps the accounts, collects the debts, pays the debts and makes use of the capital according to the instructions of the board and of the executive committee. The accounts shall be audited by two auditors appointed by the board.

 

 

Capital Resources

 

·   The capital resources of the Confederation are made up of:

·   the subscriptions of the members

·   the subsidies granted by the public, national or international communities

·   the interests and incomes from the properties and assets resulting from savings on the annual budget.

·   any other incoming accepted by the board or the Executive Committee.

 

 

Payment of annual membership fee (herafter called fee)

 

Deadline for the payment of the annual fee is fixed to July 31st. of the current year.

 


 

Delay in payment / consequences

 

If the annual fee is not payed at July 31st of the current year, the member organisation is not allowed to vote at the following General Meeting of the CGRC. If the fee is not payed until December 31st. of the current year, the membership of the organisation in question is automatically suspended as of January 1st. of the next year. Following to this, there will not be an invitation to the next General Meeting of the CGRC. In spite of this fact, the members of the organisation may start their dogs for another 12 month.

 

 

Dismissal of membership and sanctions

 

The organisations which have sent their resignations in a registered letter to the president, or those which have been excluded by the board upon serious reasons after a debate will be dismissed from membership.

The executive committee can fine or suspense or both against a member or a person who’s conduct is injurious or likely to be injurious to the character or the purpose of the CGRC.

Such decisions can be appealed to the board.

 

Dissolution

 

There is no time limit on the duration of the CGRC and the dissolution of the CGRC can only be decided by an extraordinary general meeting or an emergency general meeting specially convened for this purpose, and unanimously voted by the members present then.

Should it be dissolved, the patrimony would then be liquidated by one or several liquidators chosen by the general meeting. Any surplus shall be used to help retired greyhounds.

 

 

Alterations of the Statutes

 

Any alteration of these statutes will have to be submitted to the YEARLY MEETING and voted by a majority of three quarters of the board members.
